CITY OF WESTLAKE, Fla. – (January 30, 2026) – Minto Communities USA announced the sale of a 10.64-acre parcel within its flagship Westlake community to Lowe’s Home Centers, LLC for the development of a new retail location, marking another major milestone in the city’s accelerating commercial growth. The transaction closed on January 29. Terms were not disclosed.
The proposed Lowe’s store will be in Town Center West, at the intersection of Seminole Pratt Whitney Road and Town Center Parkway North. The development will span approximately 134,148 square feet, including a 107,547-square-foot indoor big-box store and a 26,601-square-foot outdoor garden center. In addition to serving local customers, the location will also function as a regional headquarters for the North Carolina-based retailer. Building plans have been approved by the City of Westlake.

Westlake continues to experience rapid commercial expansion fueled by sustained residential growth. For example, in 2021, Minto sold 20 acres to Publix for a 140,000-square-foot, two-phase retail development that is now nearly leased out. Since opening in 2023, the Publix grocery store has seen foot traffic increase by more than 116%, highlighting strong consumer demand in the area. Additional tenants in the plaza include Planet Fitness, Fifth Third Bank, and several small service-oriented retailers. Mavis Tires & Brakes has secured site plan approval and is expected to open soon.
Aside from the Publix at Westlake Plaza development, a new flex-office building with a private racquet club and a handful of other retail centers have opened, bringing new shops and restaurants to the area. They include such brands as Starbucks, Chipotle, Habit Burger & Grill, Orangetheory Fitness, and a Tractor Supply store.
Public records from the City of Westlake indicate Walmart has submitted a site plan for a future location adjacent to the new Lowe's in Town Center West. A limited number of outparcels in the Center, ranging from one to five acres, remain available for a future retail or restaurant concept.
“As Westlake reaches critical mass, the market is responding,” said Carter. “National brands and commercial developers recognize the opportunity here, and our strategic planning allows us to be selective while still welcoming businesses that add real value for our residents.”
Minto has sold approximately half of the 2.2 million square feet approved for commercial development in Westlake. On the residential side, the community has capacity for 6,000 homes, with Minto currently offering a mix of single-family estate homes and townhomes. Most recently, in December 2025, Minto launched sales at its newest neighborhood, The Oaks at Westlake, which will include 266 single-family homes in Phase 1. Prices start in the mid $400s.
Residents of The Oaks, along with all Westlake homeowners, enjoy access to the community’s $22 million Westlake Adventure Park, which includes a resort-style lagoon pool with tower slide, splash pad, adult lap pool, event lawn, concert pavilion, food truck court, BMX pump park, playground, dog park, full-length lighted basketball courts and a community gathering space known as The Lodge.
