Minto developed The Isles of Collier Preserve using its own funding sources, electing not to utilize Community Development District (CDD) funds. “When a developer uses CDDs, the cost of infrastructure improvements is passed on to the residents. This fee shows up on the tax bill with average annual assessments ranging from $1,000 to $2,000 per year up to a maximum of 30 years. Minto didn’t want to burden our residents with this,” notes Bullock.
